Jesus is plainly saying that if a man looks at a woman and lusts after her, he has committed adultery with her already. One of the definitions of 'with' is: So as to be touching or joined to. The clear point is that Jesus is saying they are both guilty of adultery. The reason for the man's guilt is obvious. The woman's guilt is not as clear. She has set a trap for him - she has enticed him.

Now, the sad thing is: the average, seemingly moral high school girl is more revealing in her attire than the harlot of Proverbs 7. Even more sad is the fact that these girls are causing men around them to commit adultery with them by the way they dress.
